Background

Joe Mazzariello holds a BS in Criminal Justice and Sociology. He grew up in Troy watching his father put in 40 years as the city’s comptroller, often 80 hours a week, at the office or at home. He named that example as formative. He spent more than a decade at the Rensselaer County Department of Social Services in case management, child protective services, and benefits eligibility work. He later served as Commissioner and Director of the Rensselaer County One Stop Career Center, a workforce development program connecting residents to employment services.

Mantello appointed him Commissioner of General Services at the start of her term in January 2024. On June 17, 2026, she and Deputy Mayor Seamus Donnelly jointly announced his appointment to the Troy Local Development Corporation board.

What the Role Requires

The Commissioner of General Services oversees the city’s operational infrastructure: facilities maintenance, fleet management, capital assets, public spaces, and the Quality-of-Life Action Crew. Mazzariello is the only staff member listed for the Office of General Services. The LDC board governs the quasi-public entity currently administering $12.5 million in tax-exempt bonds tied to the Proctor’s Theatre city hall project, with the city paying $675,000 per year for 30 years under the resulting lease.

The Gap

No public record documents experience in facilities management, fleet operations, construction oversight, real estate, or municipal finance in Mazzariello’s background. His documented career is in social services and workforce development: domains with no direct bearing on the operational and financial responsibilities of either role.

He is the sole staff member running the Office of General Services. His duties include coordinating citywide street sweeping, alleyway cleaning, bulk trash removal, park improvements, and the Quality-of-Life Action Crew, all of which fall outside the scope of his documented professional background.

His appointment to the LDC board was announced jointly by Mantello and Donnelly, both of whom have direct stakes in the Proctor’s Theatre deal the LDC is administering. Mazzariello had also participated in the city’s working group on the city hall relocation prior to his LDC appointment, giving him a role in both the planning and governance of the same project.

On April 9, 2026, Mazzariello served on the RFP scoring committee that selected the operator for the Frear Park restaurant concession. The other members of that committee were Deputy Mayor Donnelly, Recreation Supervisor Kevin Graeber, and park operations manager Josh Buell. Two applications were scored; the committee’s choice was presented to the council as a five-year license agreement and passed 7-0.
